The Chinese people, with the greatest joy, congratulate the fraternal Soviet people on their brilliant achievements during the past year in the noble cause of building communism. These achievements have further strengthened the camp of peace, democracy, and socialism, and have inspired the peoples of all people’s democratic countries in their struggle for socialist construction, as well as the peoples of the entire world in their fight for peace and progress. The great Soviet Union is a staunch bastion of world peace. Over the past year, the Soviet Government…

…has undertaken a series of major efforts to ease international tensions and promote international cooperation, with remarkable results. Recently, the Soviet Government’s propositions and suggestions concerning European security and the German question, disarmament, and the development of contacts between East and West are entirely in line with the common interests of all peoples. The Government and the people of the People’s Republic of China fully support these efforts of the Soviet Government. The fraternal friendship and firm unity between the peoples of China and the Soviet Union are playing an ever-growing role in promoting the common prosperity of both countries and in safeguarding peace in the Far East and throughout the world. The comprehensive economic and cultural cooperation between China and the Soviet Union, together with the Soviet Union’s substantial assistance to China, are of paramount importance to our country’s socialist construction. May the unbreakable great friendship between the peoples of China and the Soviet Union continue to develop and be consolidated! Long live our great ally—the Union of Soviet Socialist Republics!
