These are Mao Zedong’s comments on a report submitted by the Central Military Commission of the CPC Central Committee on August 8, 1955.

The report from the Central Military Commission stated: In accordance with the provisions of the Military Service Law, military training should be conducted in institutions of higher learning and senior secondary schools, so as to instill in students the necessary military habits and a sense of discipline. At the same time, through such training in schools, a contingent of reserve officers—particularly reserve technical officers—can be cultivated for the armed forces. This would be of great benefit to both the country’s socialist construction and national defense, and constitutes an indispensable component of national defense efforts. The report further outlined the principles and specific implementation plans for conducting military training in institutions of higher learning and senior secondary schools.
