The report of the CPC Central Committee’s Military Commission stated: In order to carry out trials of unlawful cases and prosecutorial supervision within the military system, it is necessary, in accordance with the Organic Law of the People’s Courts of the People’s Republic of China and the Organic Law of the People’s Procuratorates of the People’s Republic of China, to establish military courts and military procuratorates. The report put forward recommendations regarding the authority to appoint and remove the presidents of military courts and the chief procurators of military procuratorates, as well as the organizational structure and personnel appointments at all levels of military courts and military procuratorates throughout the armed forces.
