This is a note written by Mao Zedong in response to a report submitted on
October 21, 1955, by Peng Dehuai, a member of the CPC Central Military
Commission, Vice Premier of the State Council, and Minister of National Defense.

“Zhou” refers to Zhou Enlai. “Zhu” refers to Zhu De. “Deng” refers to Deng
Xiaoping, who at that time served as Secretary-General of the CPC Central
Committee and Vice Premier of the State Council.

Peng Dehuai’s report stated: In view of Shanghai’s economic and strategic
importance, and in order to facilitate peacetime garrison duties and wartime
command, it is proposed to establish a Shanghai Garrison District. Its
responsibilities would be, in peacetime, to maintain public order and security,
conduct troop training, and undertake the construction of defense works within
the Shanghai area; and, in wartime, to assume overall command of the forces in
the Shanghai region to defend the city.
