With regard to the two questions raised in the last few lines on page two—see note 131—Comrades Xiaoping and Chen Yun are requested to take note.

1. Shaanxi Province has stated that funds for training cadres involved in establishing agricultural cooperatives are insufficient and requests that the Central Ministry of Finance approve their expenditure from local fiscal surpluses.
2. Various provinces have reported that grassroots-level work is currently very busy and hope that meetings convened by central government departments can be better regulated.

Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Chen refers to Chen Yun, who at that time served as a member of the CPC Central Committee Secretariat and Vice Premier of the State Council. Deng refers to Deng Xiaoping, who was then Secretary-General of the CPC Central Committee and Vice Premier of the State Council.
