² The State Council’s notice of September 8, 1955, to the People’s Committees of nine provinces—Hunan, Hubei, Jiangxi, Guangdong, Guangxi, Jiangsu, Zhejiang, Anhui, and Sichuan—concerning the convening of a reporting meeting on grain work stated: In order to rapidly exchange experiences in this year’s rural grain work of fixed production, fixed purchase, and fixed marketing, provide timely guidance for the unfolding of the campaign, promote achievements, and correct shortcomings, the State Council has instructed the Fifth Office to convene the first batch of reporting meetings on the 12th of this month. Each of the above nine provinces shall send one director or deputy director of the provincial finance, grain, and trade office who is in charge of the "three fixings" grain work and familiar with the situation to attend. The main content of the reports shall cover the principal circumstances and existing problems in the "three fixings" work in each locality, as well as possible deviations that may occur in the work, such as crude production fixing, disconnection between purchase and marketing, emphasizing purchase while neglecting marketing, and the risk of grain work being sidelined due to heavy tasks. The meeting is tentatively scheduled for two days, with each province allotted half an hour for its report.
