“The Explanatory Notes on the Draft Resolution
on the Question of Agricultural Cooperation”

Comrades of the Political Bureau:

Herewith is a copy of “The Explanatory Notes on the Draft Resolution on the Question of Agricultural Cooperation,” which Comrade Chen Boda[1] is to present at the Sixth Plenary Session of the Central Committee. Please examine it forthwith. If there are any opinions for revision, please note them on the document and deliver it to Comrade Chen Boda before 12:00 noon on October 2.

Please have a dozen or so copies of this document printed tonight and delivered tomorrow morning to all members of the Political Bureau, plus one copy each for Deng Zihui, Chen Boda, Liao Luyan,[3] and others. Also, please telephone them to urge that they finish reading it before 12:00 noon on October 2, note their opinions, and deliver them directly to Comrade Chen Boda. It must be printed and distributed to all comrades attending the Sixth Plenary Session on the afternoon or evening of the 2nd.

Please have my short letter printed on the cover, or printed on a separate slip of paper.
