Shangkun[2]: immediately print a number of copies (distribute in Beijing to all Central Committee members and to Qiaomu, Luyan[3], and several comrades from the Rural Work Department), send by airplane to all provincial and municipal Party committees and autonomous region Party committees, solicit opinions for revision, and bring them when coming to Beijing at the end of the month to attend the Central Committee plenum.
This document[4] I think is usable, having made only some textual revisions[5]. If Boda has differing opinions, he may come to discuss with me this afternoon.

Two Annotations on Understanding the Rectification Situation of Agricultural Cooperatives in Boye County, Hebei Province

Zhong Shuntong is a security staff member here with us. According to him, some cooperatives in Boye County have not been seriously rectified. Please ask the Provincial Committee to pay attention to this matter. If it is true, measures should be taken to resolve it.

[1] Refers to the situation report on agricultural cooperatives in three townships—Xujiaying, Dugezhuang, and Beiyan—in Boye County, Hebei Province, Zhong Shuntong's hometown, written by him on August 5, 1955. The report, when discussing the cooperative rectification situation, stated that this rectification only registered property, cooperative names, cooperative directors, and main cooperative cadres, while the problems existing within the cooperatives were not resolved. The peasants demand that after autumn, agricultural cooperatives must be rectified, cadres and Party members must be rectified, and policy and ideological education for rural cadres, especially those at the township, village, and cooperative levels, must be strengthened.

[2] Refers to Lin Tie's letter to Mao Zedong dated October 20, 1955, regarding the inspection of work conditions in Boye County. The letter stated that after receiving the situation report written by Zhong Shuntong forwarded with Mao Zedong's annotation, the Hebei Provincial Committee immediately dispatched a work team to coordinate with local cadres to conduct inspections in three townships in Boye County. The actual situation was: in April this year, over 100 trainees from the Provincial Agriculture and Forestry Department training class had gone to the county for field practice and conducted a registration using ten types of forms, which indeed did not resolve many problems. Through this inspection, the existing problems have drawn the attention of the Boye County Party Committee. Apart from those already resolved during the inspection, the County Party Committee is resolving the rest in the course of continued rectification in conjunction with this year's cooperative establishment efforts.
