[1] Lu Dingyi was then director of the Publicity Department of the CPC Central Committee and head of the Central Ten-Person Group. Luo Ruiqing was then minister of public security and deputy head of the Central Ten-Person Group.
[2] Refers to the report of the CPC Guangdong Provincial Committee on August 13, 1955, to the Central Committee on the progress of the movement to eliminate all hidden counterrevolutionaries. The report states: In order to implement the Central Committee’s directive on eliminating counterrevolutionaries, the Guangdong Provincial Committee has, in addition to arranging for leading bodies at all levels to conduct in-depth studies of the Central Committee’s directive and to review and summarize the previous stage of the movement, planned the following: 1. The movement in provincial-level units will basically conclude by the end of September; in Guangzhou municipal-level units, it will conclude by the end of the year; in provincial-administered cities, it will begin in September and be completed by the end of the year; at the county level and below, it will begin next year and be completed by October. 2. Based on the specific circumstances of each unit, appropriately assign some personnel to manage routine work. 3. Continue to boldly mobilize the masses and repeatedly explain policies. 4. Systematically build up the momentum and strike at the enemy in batches and by stages. Special personnel have now been organized to sort through enemy archives to support the movement.
