It seems permissible to allow him to come to Beijing for a visit and to attend the National Day observance ceremony. This person is one of the key figures of the Jiangsu Education Association faction. It seems we may consider granting him some kind of title.

[1] Yuan Xiluo was a member of the Tongmenghui during the Xinhai Revolution and a representative to the provisional parliament. In the 1920s, he served as the county magistrate of Qidong County, Jiangsu Province. After the founding of the People’s Republic of China, he served as a counselor in the Counselor’s Office of the Shanghai Municipal People’s Government and as a member of the Shanghai Municipal Research Institute of Culture and History.
[2] This instruction was written on a letter from Huang Yanpei, chairman of the China Democratic National Construction Association and vice-chairman of the Standing Committee of the National People’s Congress, to Xing Xiping (Xu Bing), deputy director of the United Front Work Department of the CPC Central Committee, forwarding a letter from Yuan Xiluo to Mao Zedong.
[3] Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Chen refers to Chen Yun, then secretary of the Secretariat of the CPC Central Committee and vice premier of the State Council. Deng refers to Deng Xiaoping, then secretary-general of the CPC Central Committee and vice premier of the State Council. Peng Zhen was then alternate secretary of the Secretariat of the CPC Central Committee and vice-chairman of the National Committee of the Chinese People’s Political Consultative Conference. Chen Yi, formerly mayor of Shanghai, was then vice premier of the State Council.
