This is a comment written by Mao Zedong on the report submitted by Peng Dehuai, member of the Central Military Commission of the CPC Central Committee, Vice Premier of the State Council and Minister of National Defense, on August 6, 1955, addressed to Liu Shaoqi and others.

Refers to Peng Dehuai’s report of August 6, 1955, on replenishing the vacancies in the various active-duty service branches and the planned training of reservists. The report stated:
As decided at the 43rd meeting of the Military Commission, 1.05 million conscripts are to be recruited in 1955, of which 880,000 will replenish active-duty units, and 10 reserve training divisions totaling 120,000 men will be formed, totaling 1 million, with an additional 5% reserve number of 50,000 added during recruitment, making the actual total recruitment 1.05 million.
Regarding the training of reserve divisions:
In order to cope with sudden incidents and rapidly and effectively accumulate reserve strength for modernized arms, relying solely on reservists demobilized in recent years is highly insufficient. The Military Commission plans, outside the active-duty conventional forces, to adopt the method of forming reserve training divisions to accelerate the training of reservists. The plan is to form and train them in five phases from 1955 to 1960, cumulatively training enough personnel for 130 divisions by March 1961. These reserve divisions will primarily train in the southwestern, northwestern, and central plains regions of our country.

**Comment on the Briefing on the Exposure of Bogus Engineers by the State Council Urban Construction General Bureau and Revisions to the Central Committee’s Draft Comment**

Refers to the briefing by the Office of the Central Ten-Person Group on August 10, 1955, regarding the exposure of many bogus engineers at the Urban Design Institute of the State Council Urban Construction General Bureau. The briefing stated that during the campaign to eliminate counter-revolutionaries, the Urban Design Institute, through mass accusations and historical investigations, discovered that many were bogus engineers who had infiltrated, among whom counter-revolutionaries and bad elements were hidden. These individuals possessed low technical skills and complex political and historical backgrounds. They infiltrated technical departments by means of falsifying their histories and academic qualifications, exaggerating and boasting about their personal abilities, etc. Meanwhile, some of our units, due to heavy capital construction tasks and urgent need for technical personnel, recruited everywhere, indiscriminately accepting all regardless of authenticity, and granting the position of engineer upon hearing someone was a university or college graduate, thus opening a convenient door for the infiltration of these bogus engineers.
On August 12, 1955, Lu Dingyi suggested to Mao Zedong that the above briefing be forwarded.

**Comment on the Briefing on the Exposure of Bogus Engineers by the State Council Urban Construction General Bureau and Revisions to the Central Committee’s Draft Comment**
The idea of unilaterally accommodating senior intellectuals, even refraining from touching those with serious problems, is wrong. The correct policy is: resolutely protect all good people; while as for genuine counter-revolutionaries and other bad elements, the masses must be mobilized to seriously ferret them out and deal with them appropriately.
