The report[1] of the Five-Person Group of the Ministry of Construction Engineering is commendable and is hereby forwarded for your reference. It may also be forwarded
First, in terms of leadership thinking, it must be recognized that the vast majority of technical personnel are also good people. It is necessary to skillfully distinguish between undesirable ideological tendencies and mistakes caused by insufficient technical proficiency on the one hand, and the sabotage activities of counterrevolutionaries on the other. Only by doing so can we have the enthusiasm and patience to mobilize the masses.
Second, leaders must personally take charge, primarily by conducting repeated mobilization, explaining policies, raising awareness, alleviating concerns, pointing out the role and responsibilities engineers should assume in the movement, and skillfully working with different individuals.
Third, attach importance to mobilizing technical personnel to participate in the movement.
Fourth, launch a "psychological offensive" to create a mass campaign of persuasion.
