[3] Refers to Xiao Hua’s report delivered on 14 July 1955 at a cadres’ meeting of units directly under the General Departments and the Beijing Garrison at and above the regimental level, on further eliminating all hidden counter-revolutionaries. The report analysed the counter-revolutionary problems and sabotage activities by counter-revolutionaries discovered within the army over the preceding year and a half, and pointed out that the damage inflicted on the army by hidden counter-revolutionaries was serious. The entire army must implement the Party Central Committee’s directive on using the Hu Feng incident to eliminate all counter-revolutionaries, and conduct, on a grand and sweeping scale, a broad movement to eliminate hidden counter-revolutionaries, so as to ensure the consolidation of national defence and the people’s political power, ensure the smooth success of socialist construction and socialist transformation, and ensure the smooth progress of the army’s modernisation.
