This instruction was written on the draft of the Central Committee’s decision on establishing provincial and municipal Party committee secretary offices, submitted by Deng Xiaoping, Secretary-General of the Central Committee of the Communist Party of China, on June 4, 1955, for review by Mao Zedong, Liu Shaoqi, Zhou Enlai, and Zhu De.

After being passed at a meeting of the Political Bureau of the Central Committee of the Communist Party of China, the Central Committee formally issued the decision on establishing provincial and municipal Party committee secretary offices on June 10, 1955.

On June 7, 1955, Mao Zedong’s niece, Chen Guosheng, had a group photo taken with Mao Zedong during her second visit to Beijing.
