Please consider issuing this document in the name of the Central Committee to the Party committees of all localities, as well as to all departments of the Central Committee and leading Party groups in state organs, instructing them to pay attention to investigating and studying whether there are any Hu Feng elements within their subordinate organs, schools, people’s organizations, and military units, and to handle the matter appropriately according to the circumstances. In all provinces and municipalities where there are relatively many Hu Feng elements, several reliable comrades (for example, five persons) should be designated to form a Hu Feng problem small group, specifically tasked with handling this matter. The directive discussed earlier can be issued later; issue this document first. Please draft it within a few days and submit it to me.
