The State Council and the CPC Central Committee require that the provincial and municipal Party committees and the people’s governments of provinces and municipalities, within about twenty days of receiving this directive, formulate their own instructions and arrangements based on local conditions, conveying the main points of this directive down to the township level and commencing its implementation.

Notes [1] The draft directive of the State Council and the CPC Central Committee dated April 28, 1955, concerning the strengthening of the rectification of the unified grain distribution system states that, for various reasons, grain sales have recently far exceeded the state-prescribed rational quotas, and this trend is still developing.
This is an extremely abnormal and dangerous situation that must be immediately reversed.
The key to resolving this problem lies in thoroughly mobilizing the masses, conducting extensive political and mass work to ensure that the people clearly understand the state’s policies and the true way forward in solving the grain supply issue.
The draft also sets out specific measures for addressing the grain supply problem. [2] “Liu” refers to Liu Shaoqi. [3] Refers to a passage added by Mao Zedong at the end of the draft directive of the State Council and the CPC Central Committee on strengthening the rectification of the unified grain distribution system while he was reviewing it; this passage constitutes Section (2) of the present document.
