[2] These refer to the article “On the Responsibilities of the Tianjin Municipal Local State-Owned Industries Bureau CPC Committee as Revealed by the Hongxing Factory Incident,” written by Hu Qi and Li Feng and published in the People’s Daily on March 24, 1955, and the abridged version of Major General A. Isaev of the Soviet Union’s article “The Futility of the Policy of Might,” which appeared in the Guangming Daily on March 25, 1955.
The article by Hu Qi and Li Feng reported that the CPC Tianjin Municipal Local State-Owned Industries Bureau Committee, by making the mistake of focusing solely on technical matters while neglecting political work, had allowed the director of its subordinate Hongxing Factory to systematically restrict the activities of the Party branch, promote a group of unscrupulous elements to various levels of factory management, dampen the enthusiasm of Party members and cadres, and thereby hinder the fulfillment of production plans.
Major General Isaev’s article was an excerpt translated from the Soviet magazine Novy Mir, dated February 5, 1955, and described how, in recent years, imperialist powers such as the United States and Britain had been advocating the so-called policy of might—using their supposed military superiority to dictate terms to the entire world.
However, experience has shown that this so-called policy of might is, in fact, illusory.
