[2] Refers to the article "Viewing the Responsibility of the Tianjin Municipal Local State-Operated Industry Bureau Committee of the CPC from the Red Star Factory Incident," written by Hu Qi and Li Feng and published in the *People's Daily* on March 24, 1955, and the article "The Falsity of the Policy of Strength," written by Soviet Major General Isayev and published in excerpted form in the *Guangming Daily* on March 25, 1955. The article by Hu Qi and Li Feng describes how the Tianjin Municipal Local State-Operated Industry Bureau Committee of the CPC, having committed the error of only managing professional work without concerning itself with politics, led to the director of the subordinate Red Star Factory restricting the activities of the Party branch at every turn, promoting a group of bad elements to various levels of factory cadres, dampening the initiative of Party member cadres, and affecting the fulfillment of production plans. Isayev's article, excerpted and translated from the Soviet magazine *New Times* of February 5, 1955, describes how in recent years imperialist countries such as the United States and Britain have been advocating the so-called policy of strength, i.e., using a hypothetical American military superiority to issue orders to the whole world, and how facts have proven this so-called policy of strength to be false.
