Letter to Huang Yanpei[1]

Mr. Renzhi:

Your esteemed letter of March 11[2] has been received and read. It is very good that the China Democratic National Construction Association is convening its congress. I extend my congratulations.

Measures have already been taken regarding the rural grain problem, and the situation can be eased in the next annual cycle, though at present there is still some tension.

[1] Huang Yanpei, courtesy name Renzhi, was then Chairman of the China Democratic National Construction Association and Vice Chairman of the Standing Committee of the National People's Congress.
[2] Refers to Huang Yanpei's letter to Mao Zedong dated March 11, 1955. In the letter, he reported to Mao Zedong on the preparations for the China Democratic National Construction Association's national congress to be held on April 1, and appended his opinions on the issues of unemployment and the rural grain problem. Regarding the rural grain problem, the letter stated: Recently, someone from my hometown came and reported that ordinary residents are living in hardship, especially the peasants, who are suffering acutely. The peasants say: We don't have enough to eat, how can we have the strength to farm? Moreover, the work style of some village cadres is not good; they are always suspicious that peasant households are hiding grain, causing grievances among the people.
