This document should be published verbatim, without altering a single character, as soon as Comrade Wei arrives in Guangzhou. When it is published in Guangzhou, send it immediately to Hong Kong for publication in the newspapers, and also publish it in the Guangzhou newspapers. At the same time, have the New China News Agency transmit it to Beijing, broadcast it in Beijing, and publish it in newspapers nationwide. Also issue it as a spoken broadcast and translate it into foreign languages for publication. This document is entirely usable and requires no revision.

[1] Wei Lihuang, a former general of the Kuomintang army. During the later stages of the War of Liberation, he served as Commander-in-Chief of the Kuomintang’s Northeast “Bandit Suppression” General Headquarters. Because he did not actively carry out Chiang Kai-shek’s combat orders, he was placed under house arrest in Nanjing. In January 1949, after Chiang Kai-shek stepped down, Wei went to Hong Kong. In March 1955, he returned to China and published “A Letter to Friends and Comrades-in-Arms in Taiwan.” The full text was carried in *Renmin Ribao* and the Hong Kong *Wen Wei Po*.

[2] Liu refers to Liu Shaoqi. Zhu refers to Zhu De. Deng refers to Deng Xiaoping, who was then serving as Secretary-General of the Central Committee of the Communist Party of China and Vice Premier of the State Council.
