On the occasion of the fifth anniversary of the signing of the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance, on behalf of the Chinese people and the Government of the People's Republic of China, we extend our warm congratulations to you, and through you, to the great Soviet people and the Soviet Government.

In the past five years, the comprehensive cooperation between China and the Soviet Union in politics, economy, and culture has seen broad development. The Soviet Government and the Soviet people have given comprehensive, systematic, and meticulous assistance to the Chinese people who are engaged in socialist construction. The Soviet Government has successively helped China build and expand a total of one hundred and fifty-six huge industrial enterprises, dispatched a large number of outstanding experts to help with China's construction, granted China preferential loans several times, transferred without compensation to China the Chinese Changchun Railway, which was jointly managed by China and the Soviet Union, and the property in the territory of Northeast China acquired by Soviet organizations from Japanese owners in 1945, sold the Soviet shares in Sino-Soviet joint-stock companies to China, and decided to hand over the Lushunkou naval base, jointly used by China and the Soviet Union, and the equipment in that area to the complete disposal of China. Recently, it has also proposed to give China scientific, technical, and industrial assistance in promoting research on the peaceful uses of atomic energy. This friendly cooperation and sincere assistance have greatly advanced the development of our country's construction cause and have shown the great vitality of this new type of international relations to the whole world. The Government of the People's Republic of China and the Chinese people deeply feel the supreme preciousness of this brotherly friendship. On behalf of the Government of the People's Republic of China and the Chinese people, we express our heartfelt gratitude to the Soviet Government and the Soviet people for their great assistance.

The consolidation and development of the friendly alliance between China and the Soviet Union have had an inestimable impact on ensuring the security of our two countries and safeguarding peace in the Far East and the world. The peace policies of China and the Soviet Union have pushed forward and brought about the armistice in Korea and the restoration of peace in Indochina, leading to a certain easing of international tensions and inspiring all peace-loving countries and peoples. The Chinese people warmly support the struggle waged by the Soviet Union to establish a system of collective security in Europe and to oppose the arming of West Germany. China and the Soviet Union are willing to establish normal relations with Japan and actively support the Japanese people in taking the path of independent development and international cooperation. The sincere cooperation between China and the Soviet Union not only conforms to the interests of the peoples of China and the Soviet Union, but also conforms to the interests of all peace-loving countries and peoples in Asia, Europe, and the world. It is a reliable guarantee for safeguarding peace in the Far East and the world.

The American aggressor bloc and its followers are pursuing a policy of war everywhere, creating international tension. At present, the aggressive acts and war provocations of the United States against China in the Taiwan region are a serious threat to China's security. It has aroused the just condemnation of peace-loving countries and peoples throughout the world. The struggle of the Chinese people to liberate their own territory of Taiwan is a just one. A just cause cannot be stopped by any force. The friendly alliance between China and the Soviet Union, under the new international tensions, will surely play its significant role ever more in the cause of opposing aggression and defending peace.

The Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance is a great treaty of peace and a symbol of the great friendship between China and the Soviet Union. The facts of the past five years have proven the great role of this treaty in promoting world peace and human progress. Future life and practice will further demonstrate the immense power and infinite brilliance of this treaty.

For the common prosperity of the peoples of China and the Soviet Union, and for the consolidation of peace in the Far East and the world, may the great friendship between China and the Soviet Union develop with each passing day.
