[2] This directive was written on the report dated 8 February 1955 from Luo Ronghuan, Director of the General Political Department of the Chinese People’s Liberation Army, and Deputy Directors Tan Zheng, Fu Zhong, Xiao Hua, and Gan Weiqi, to Mao Zedong and Peng Dehuai, and to the Central Committee and the Military Commission, concerning the preliminary situation of the work of reviewing cadres in the army.
