Two Notes on the Inadmissibility of Government Issuing Internal Orders to Party Committees [1] (January 13 and 17, 1955)  To Liu, Zhou, Deng, Xian-nian, Chen Yi, Zhong-xun, and Shang-kun [2]:  This is a report submitted by the Party Group of the Ministry of Finance to the State Council, requesting that it “circulate it to the party committees of all provinces and municipalities directly under the central government.” Such a view—that the government should issue orders to the party committees—is erroneous, and moreover, it is not confined to a single ministry. Please see to its correction.
