Telegram of Congratulations from Mao Zedong and Zhou Enlai to the Government of the Democratic Republic of Vietnam on the Occasion of Its Return to Hanoi (December 31, 1954)  Comrade Ho Chi Minh, President of the Democratic Republic of Vietnam;  Comrade Pham Van Dong, Deputy Prime Minister and Minister for Foreign Affairs of the Democratic Republic of Vietnam:  On the occasion of the ceremony marking the return of the Government of the Democratic Republic of Vietnam to Hanoi, we, on behalf of the Chinese people and the Government of the People’s Republic of China, extend to you, and through you to the Vietnamese people and the Government of the Democratic Republic of Vietnam, our warmest congratulations.  The return of the Vietnamese government to Hanoi is the result of the eight-year arduous resistance waged under the leadership of the Vietnamese Workers’ Party and Chairman Ho Chi Minh, which has culminated in a glorious victory; it is also the outcome of the Vietnamese government’s consistent adherence to a policy of peace.  We wish the Vietnamese people new achievements in the new year as they continue their struggle to consolidate peace, realize national unification, independence, and democracy, and restore the national economy.
