I concur with Comrade Zhou Enlai’s revisions. A meeting should be convened in Beijing with the members of the National Defense Commission (primarily non-Party figures) to solicit their views.

These comments were written on a letter from Peng Dehuai, Vice Premier of the State Council and Minister of National Defense, to Mao Zedong, Liu Shaoqi, and Zhou Enlai. The letter was submitted for review and approval of the Military Service Law of the People’s Republic of China and the Regulations Concerning the Awarding of Medals and Decorations to Meritorious Personnel of the Chinese People’s Liberation Army.
