This refers to a telegram from the Central Committee of the Vietnam Workers’ Party, transmitted on October 27, 1954, via the Vietnamese Ambassador to China, Hoang Van Hoan, to the CPC Central Committee. The telegram stated that, due to successive natural disasters and prolonged enemy sabotage, some regions were already facing famine. It requested that the Chinese side promptly provide relief in the form of 10,000 metric tons of rice, as well as 5 million meters of coarse cloth to meet the clothing needs of one million people this winter.
