The Charter and the list should be substantially finalized within a few days; otherwise, it may be too late to convene the meeting before December 20.

Refers to the Organic Charter of the Chinese People’s Political Consultative Conference and the list of members of the Second National Committee of the CPPCC. A briefing on November 3, 1954, from the Working Conference of the National Committee of the CPPCC regarding preparations for the Second Session, stated: With respect to revising the CPPCC Organic Charter, there was unanimous agreement that there was no need to draft a separate Common Program; instead, a General Provisions chapter would be added at the beginning of the Charter. A drafting group of 13 members was appointed to submit a preliminary draft within ten days for discussion at the Working Conference. As for the participating units of the Second National Committee of the CPPCC, it was unanimously decided that there would be 29 in total—11 political parties, 17 mass organizations, and individuals specially invited. The allocation of seats among the various participating units would be determined by each unit according to its actual circumstances and needs, without resorting to equal distribution. Draft lists of candidates from each party and organization were to be submitted within ten days to the Working Conference for consultation and adjustment.
