Telegram Regarding the Request for All Provinces and Municipalities to Formulate Outlines of Local Five-Year Economic Plans (November 10, 1954) I. To the Central Committee: There is now an urgent need for regional plans from all provinces and municipalities. We have drafted, on behalf of the Central Committee, an instructional telegram [1]. II. To the Party Committees of All Provinces and Municipalities, and to the Party Leadership Groups of All Ministries and Commissions Affiliated with the State Council: The Central Committee has forwarded to you the “Draft First Five-Year Plan for the Development of the National Economy of the People’s Republic of China (Initial Version).” In addition to requesting that you submit your opinions to the Central Committee by the end of November, we also ask that the provincial and municipal party committees convene planning work conferences within their respective regions. Guided by the spirit and key indicators of the draft, and taking into account local characteristics and specific conditions, you are to formulate outlines of five-year economic plans for each province and municipality and submit them to the Central Committee by December 10. When preparing these outlines, please pay attention to the following points: (1) The scope of the planned indicators includes: industrial production plans (covering state-owned, cooperative, public-private joint, and private enterprises); handicraft production plans; agricultural production plans; forestry production plans; local transportation plans; domestic trade plans (for various types of economic entities); capital construction plans; labor plans; plans for cultural, educational, and health undertakings; and local fiscal plans. Among these plans, provincial party committees should particularly focus on developing agricultural production in their respective provinces. (2) In formulating the above-mentioned plans, you may refer to the provincial-specific targets contained in the draft five-year plan issued by the State Planning Commission in early November. All forms used must be completed according to those published by the State Planning Commission at the end of 1953. One copy is to be sent to the Central Committee, and five copies to the State Planning Commission. For any specific issues arising during the preparation process, please contact the State Planning Commission directly. (3) Provinces and municipalities that have already prepared preliminary drafts of their five-year plans are also requested to review and revise them before submitting them to the Central Committee.
