These notes were written on an internal document of the United Front Work Department of the CPC Central Committee.

Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Chen refers to Chen Yun, who at that time served as a Secretary of the Secretariat of the CPC Central Committee and Vice Premier of the State Council. Deng Xiaoping was then Secretary-General of the CPC Central Committee and Vice Premier of the State Council. Peng Zhen was a Candidate Member of the Secretariat of the CPC Central Committee and Vice Chairman of the Standing Committee of the National People’s Congress.

This refers to a brief news item published on the last page of an internal document from the United Front Work Department of the CPC Central Committee.
The content is as follows: Vice Chairman of the NPC Standing Committee, Chen Shutong, is preparing to submit two questions to the NPC Standing Committee: First, the principled opinions raised by many deputies at the National People’s Congress should be summarized and studied by the Standing Committee; specific suggestions among them, where feasible, should be implemented by the government according to their respective circumstances. Second, the NPC has decided that all laws and regulations promulgated in recent years remain valid as long as they do not conflict with the Constitution. However, judging from the provisions of the Constitution, there are quite a number of problematic decrees issued by both central and local authorities. It remains to be determined whether these problematic decrees should be handled by the NPC Standing Committee or by the government.
