Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Zhu refers to Zhu De. Chen refers to Chen Yun, who at the time was a Secretary of the Secretariat of the CPC Central Committee and Vice Premier of the State Council. Deng refers to Deng Xiaoping, who at the time was Secretary-General of the CPC Central Committee and Vice Premier of the State Council. Peng refers to Peng Dehuai, who at the time was Vice Premier of the State Council and Minister of National Defense.

Refers to the comprehensive report submitted by the Guangzhou Municipal Public Security Bureau to Zhou Enlai and the Central Committee via the Ministry of Public Security on October 12, 1954, concerning security measures during the National Day celebrations. The report primarily detailed the activities of enemy agents in Guangzhou during the National Day period and outlined the public security authorities’ efforts to safeguard public order through a combination of overt and covert methods: conducting investigations and solving cases, organizing mass self-defense within government organs, factories, and enterprises, and fully leveraging the administrative and control functions of the police force. It noted that enemy aircraft intruded into Chinese airspace three times, totaling four sorties, during the National Day period; on one occasion, an aircraft penetrated as far as 60 kilometers east of Guangzhou, over Zengcheng, before being intercepted and driven off by Chinese fighter jets.
