As agreed upon by the governments of China and India, Indian Prime Minister Jawaharlal Nehru was scheduled to visit China from October 19 to 31, 1954.
On October 14, Shen Jian, Chargé d’Affaires ad interim of the Chinese Embassy in India, telegraphed the Ministry of Foreign Affairs to inform it of the Indian Foreign Ministry’s arrangements regarding the flight route of Nehru’s special aircraft. This note was written on Shen Jian’s telegram.
