This is a note written by Mao Zedong in response to a telegram from the People’s Revolutionary Military Commission of the Central People’s Government, dated September 1954, agreeing to the Fujian Military Region’s plan for another artillery bombardment of Kinmen, which had been sent to the East China Military Region of the People’s Liberation Army.

The operational plan submitted by the Fujian Military Region of the People’s Liberation Army on September 14, 1954, stated: “Since September 3, we have achieved significant combat results in our artillery strikes against Kinmen and in air defense engagements. In retaliation for the enemy’s naval and air bombardments, and in accordance with the spirit of instructions received from the East China Military Region, we have approved the Thirty-First Army’s proposal to conduct a second concentrated artillery barrage against Greater and Lesser Kinmen around the 20th of this month, targeting favorable objectives.”
