Telegram to Malenkov and Molotov
(September 2, 1954)

Comrade Malenkov, Chairman of the Council of Ministers of the Soviet Union,
Comrade Molotov, Minister of Foreign Affairs of the Soviet Union:

On the occasion of the ninth anniversary of the victory over Japanese militarism, we extend warm congratulations and profound gratitude to the Soviet government, the Soviet armed forces, and the great Soviet people.

The recent Geneva Conference reached an agreement on restoring peace in Indochina, further easing international tensions. This represents a tremendous victory for the forces of peace and a serious defeat for the forces of war.

However, the U.S. aggressive bloc, unwilling to accept its defeat, is actively reviving Japanese militarism, instigating the formation of war blocs in the Western Pacific and Asia, and intensifying its direction and assistance to the Chiang Kai-shek traitorous clique in conducting incessant harassing and destructive warfare against China’s mainland and coastal islands, thereby expanding the threat of war in the Far East and the world.

The Chinese people resolutely oppose this war policy of the U.S. aggressive bloc and are determined to liberate Taiwan in order to safeguard China’s national sovereignty and territorial integrity and to uphold peace and security in the Far East and the world.

Restoring normal relations between the countries of the Far East and Japan and preventing the revival of Japanese militarism have become an urgent task for all peace-loving countries and peoples in Asia. The Chinese people are willing to strive for the realization of this task.

The friendly alliance between China and the Soviet Union serves as a firm guarantee for consolidating peace and security in the Far East and the world.

Long live the great, unbreakable, and ever-growing friendship between China and the Soviet Union!
