Telegram from Mao Zedong and Zhou Enlai to Malenkov and Molotov Celebrating the Ninth Anniversary of the Victory in the War of Resistance Against Japanese Aggression (September 2, 1954)

To Comrade Malenkov, Chairman of the Council of Ministers of the Soviet Union:
To Comrade Molotov, Minister of Foreign Affairs of the Soviet Union:

On this occasion of the ninth anniversary of the victory over Japanese militarism, we extend our warm congratulations and profound gratitude to the Soviet government, the Soviet armed forces, and the great Soviet people.

The recent agreement reached at the Geneva Conference on the restoration of peace in Indochina has further eased international tensions. This is a great victory for the forces of peace and a serious defeat for the forces of war. However, the American aggressive bloc, unwilling to accept its defeat, is actively reviving Japanese militarism, instigating the organization of war blocs in the Western Pacific and Asia, and intensifying its direction and assistance to the Jiang Jieshi traitorous clique in its continuous harassing and destructive warfare against the Chinese mainland and coastal islands, in order to expand the threat of war to the Far East and the world. The Chinese people resolutely oppose this war policy of the American aggressive bloc and are determined to liberate Taiwan, so as to safeguard China's national sovereignty and territorial integrity, and to defend peace and security in the Far East and the world.

Restoring normal relations between the countries of the Far East and Japan and preventing the revival of Japanese militarism have become urgent tasks for all peace-loving countries and peoples in Asia. The Chinese people are willing to strive for the realization of these tasks.

The friendly alliance between China and the Soviet Union is a strong guarantee for consolidating peace and security in the Far East and the world. Long live the great, unbreakable, and ever-growing friendship between China and the Soviet Union!
