This is a note by Mao Zedong on a report submitted on August 3, 1954, by Huang Kecheng, Deputy Chief of the General Staff of the People’s Revolutionary Military Commission of the Central People’s Government and Minister of the General Logistics Department, to the CPC Committee of the People’s Liberation Army Navy.

Refers to the report of the CPC Committee of the PLA Navy dated July 30, 1954. The report states:
On the morning of July 29, we convened a meeting of the Party Committee, at which Comrade Su Zhenhua conveyed Chairman Mao’s instructions on intensifying the struggle against the enemy and preparing for the liberation of Taiwan, and we engaged in discussion. We unanimously recognized the long-term nature of further strengthening maritime struggle and the forthcoming war to liberate Taiwan, and clarified once more the principle of combining combat with construction, particularly in building up the navy in preparation for the war to liberate Taiwan. We also agreed that, in conducting military, political, and diplomatic struggles against Taiwan, it is essential to correctly grasp policy, and that the navy bears an important responsibility. Therefore, we have decided to convene an enlarged meeting of the Navy Party Committee on August 9 to convey Chairman Mao’s instructions and to study the navy’s future combat missions and political work. Chairman Mao’s instruction to build up the navy in preparation for the war to liberate Taiwan has been a great source of encouragement to us, yet it also presents a formidable task. We intend to conduct a special study and submit a plan to the Central Committee and the Military Commission aimed at strengthening our naval combat capabilities and further intensifying our maritime struggle against the enemy.

Liu refers to Liu Shaoqi. Zhou refers to Zhou Enlai. Zhu refers to Zhu De. Chen refers to Chen Yun, who at the time served as Secretary of the Secretariat of the CPC Central Committee and Vice Premier of the State Administration Council of the Central People’s Government. Deng refers to Deng Xiaoping, who at the time was Secretary-General of the CPC Central Committee and Vice Premier of the State Administration Council of the Central People’s Government.
