Telegram Congratulating the Democratic Republic of Vietnam on the Ninth Anniversary of Its Founding (August 31, 1954)  Comrade Ho Chi Minh, President of the Democratic Republic of Vietnam:  At a time when peace in Indochina has already begun to be restored, on behalf of the Government of the People’s Republic of China and the Chinese people, I have the great pleasure of extending warm congratulations to the Government of the Democratic Republic of Vietnam and to the Vietnamese people on the occasion of the ninth anniversary of the founding of the Democratic Republic of Vietnam.  The Vietnamese people’s years-long heroic struggle for national independence and freedom has yielded significant results. I am firmly convinced that they will achieve even greater victories in consolidating peace, realizing national reunification, and completing the cause of independence and democracy. In this endeavor, the Vietnamese people will enjoy the profound concern and active support of the Chinese government and all the Chinese people.
