Is this good security? Was our participation in the Geneva Conference[1] not a good action? Therefore, we can further divide the relations among the imperialist countries. There are also contradictions within the United States. As Comrade Enlai has said, Eisenhower and Smith, as well as his Treasury Secretary and Defense Secretary, do not approve of fighting now; Dulles, Knowland, Nixon, Radford[2] and their sort are somewhat more adventurous. So, even with a country like the United States, there is not an absence of angles to work on.

At present, an important issue in our relations with the United States is the Taiwan issue, and this issue is a long-term one. We must disrupt the possibility of the United States signing a treaty[3] with Taiwan, and we must think of some methods and conduct propaganda. We must organize some propaganda and fiercely denounce the United States for meddling in Taiwan, and Chiang Kai-shek for continuing to sell out the country. In addition, there should be some appropriate gestures in the diplomatic aspect, such as contacts on the issue of overseas Chinese, the purpose being to compel the United States not to sign a treaty with Taiwan. I believe that if the United States signs a treaty with Taiwan, Britain will also be afraid and opposed, and France may also be opposed; it will bring them no benefits and will just become a long-term stalemate.

Easing international tension, and the possibility of peaceful coexistence among countries with different systems—this is a slogan put forward by the Soviet Union, and it is also our slogan. Now it has become a phrase on the lips of Eden[1] and his kind, and on the lips of Nehru[2] and his kind; they also talk about easing international tension. This is a very big change. It is estimated that after another period, once this Southeast Asian issue settles down, there will be further progress. Therefore, the overall situation should be said to have considerably improved compared to the past. Hence, we must carry out work with many countries, such as Britain, France, Canada, and countries of that sort, and such as India, Burma, and countries of that sort—wherever possible, we must carry out work. Even with a country like Thailand, which is near our country and also fears us, we must also carry out work. At the same time, regarding the United States, we must cause it to divide, isolate it, and after isolation, it will inevitably divide. In the current situation of the world being so torn apart and fragmented, something like a monolithic iron plate is impossible. It is true that they oppose the Soviet Union, oppose communism, oppose China, oppose the people's democratic countries, and oppose our camp; but their capitalist world is very disunited, torn apart and fragmented. The main and greatest aim of the United States now is still to fix this intermediate zone, that is, these places from Japan to Britain, fixing them until these countries scream. On this point, many of our country's democratic personages do not understand; they just believe those propaganda claims, always saying, look, they are united very well. So, tomorrow we must talk about this issue and explain that in reality it is not so. The United States now often uses the banner of opposing communism to occupy the places of its friends. Look at our East: it has occupied Japan, occupied South Korea, occupied Taiwan, occupied the Philippines, Thailand has become its domain, Pakistan has become its domain, and also Turkey, Australia, New Zealand, thus fixing Britain to the point where it cannot hold its ground. What kind of country is Japan? In the past, with the Anglo-Japanese Alliance, Japan was Britain's ally. China, this country, was formerly a semi-colony mainly of Britain and some other countries, and later was snatched away by the United States. Our victory was won not from Britain but from the United States. Today, with China victorious, Britain, on the one hand, is fearful—that is, afraid of communism; on the other hand, it is pleased—that is, we have driven the United States out, and Britain can squeeze in to do business, taking advantage of the time when we and the United States are still at odds, to squeeze in and do business. China is a very large place where business can be done. So the situation is very good.

In short, internationally we shall carry out this policy: as long as they can unite on the issue of peace, we shall draw them into relations, to defend our country, defend socialism, and strive to build a great socialist country.
