Regarding the Directive on the Dalai and Panchen[1] Departing for Beijing as Early as Possible

Comrades Liu, Deng, Li Weihan[3]:
The Tibetan representatives, including the Dalai and Panchen, should depart as early as possible, and must arrive in Beijing before September 5 (preferably before September 1). Please make arrangements immediately.

This directive was written on a report by the CPC Tibet Work Committee dated June 1, 1954, concerning the situation of the Dalai hosting a banquet for our cadres stationed in Tibet to celebrate the success of the Sino-Indian negotiations. The report requested the Central Committee to issue instructions as early as possible on the time and personnel selection for the Tibetan representatives, including the Dalai and Panchen, to go to Beijing for meetings.

Liu refers to Liu Shaoqi. Deng refers to Deng Xiaoping, then Secretary-General of the CPC Central Committee and Vice Premier of the Government Administration Council. Li Weihan was then Director of the United Front Work Department of the CPC Central Committee and Chairman of the Nationalities Affairs Commission of the Central People's Government.
