This is Mao Zedong’s note on a report submitted on May 18, 1954, by Su Yu, Deputy Chief of the General Staff of the People’s Revolutionary Military Commission of the Central People’s Government.

who at that time served as Deputy Chief of the General Staff of the People’s Revolutionary Military Commission of the Central People’s Government and also as Minister of the General Logistics Department.

Su Yu’s report stated:
“Because the Kuomintang forces have continuously harassed our southeastern coastal areas, fishing and shipping operations in this maritime region have been severely affected. In order to integrate naval training with actual combat, it is proposed to advance the main force of the East China Sea Fleet into the Dinghai–Shipu area. Furthermore, to strengthen the foundation for future naval development and for conducting maritime operations against the enemy, thereby altering the balance of power along the Fujian–Zhejiang coast, we should assign relevant special forces units to the Navy to enhance its combat effectiveness. To this end, it is planned to transfer certain armored, field artillery, anti-aircraft artillery, and air force units under the Navy’s command.”
