(1) Matters may be handled in accordance with the views put forward by Wei Guoqing and Su Yu; telegram No. 3 from Peng need not be sent. (2) Anticipating the possibility of an armistice in Vietnam, it is inadvisable to conduct training for the newly formed artillery units within our territory. Moreover, artillery pieces and other equipment should be transported into Vietnam as soon as possible. Please consult with Wei Guoqing to formulate an alternative plan.
