The “Open, Good, Manage” Policy [I]

Regarding criticism in the newspapers, we should implement the three-character policy of “Open, Good, Manage.”
“Open” means to launch criticism. It is wrong not to engage in criticism, to fear it, or to suppress it.
“Good” means conducting criticism properly. Criticism must be correct and beneficial to the people; it should not be indiscriminate. Whether a particular matter warrants named criticism or not needs to be carefully considered.
“Manage” means taking charge of this issue. This is the fundamental key. If the Party committee does not take charge, criticism cannot be effectively carried out, nor can it be done well.
