Telegram of Opinions on the Draft Resolution for Strengthening Party Unity

Comrade Shaoqi, and all comrades of the Secretariat:

The Central Committee plenary session has been set to convene on the 30th of this month, leaving a dozen or so days. In order to enable the members of the Central Committee, alternate members of the Central Committee, and comrades attending the session in various localities to make prior preparations, it is suggested that the draft resolution on strengthening Party unity be sent to them by telegram on the same day for their perusal. If any are unable to attend the session due to illness or other matters, they may be requested to express their opinions by telegram. At the same time, the opinions of the various central bureaus, sub-bureaus, and provincial and municipal Party committees may be solicited for the reference of the plenary session. Also, Comrade Zhang Wentian¹ should be notified to attend the session. The above is submitted for your consideration and decision.
