Telegram Regarding Soliciting Opinions on the Draft Resolution on Strengthening Party Unity Prior to the Fourth Plenary Session of the Seventh Central Committee (January 18, 1954) Comrade Shaoqi and all comrades of the Secretariat: As the Central Committee plenary session has been scheduled for the 30th of this month, there are still a little over ten days remaining. In order that members and alternate members of the Central Committee stationed in various localities, as well as other comrades attending the meeting, may be prepared in advance, it is suggested that the draft resolution on strengthening party unity be transmitted to them by telegram without delay for their review. Those who are unable to attend due to illness or other matters should express their views by telegram. At the same time, opinions may be solicited from the central bureaus, sub-bureaus, and provincial and municipal committees of the CPC for the plenary session’s reference.
