Additions Made While Forwarding Deng Zihui’s Report on the Situation of Cadres in the Old Base Areas [1] [2] (January 4, 1954)  I. Furthermore, this practice should not be confined to the old base areas; it should also be followed, broadly speaking, in all regions that were liberated later. Great attention must be given to training and promoting local cadres.  II. By “localization of the cadre corps,” we certainly do not mean that all senior and intermediate leadership organs at the local level should be staffed exclusively by natives, with no place for cadres from other regions. On the contrary, it is essential to employ the necessary number of non-local cadres—both now and in the future. When agricultural mechanization is implemented, rural technical personnel will likewise need to include some non-locals.
