In addition, this should be done not only in the old base areas, but also in all the late-liberated areas in much the same way, and great attention should also be devoted to training and promoting local cadres.

The so-called localization of cadres certainly does not mean that the local high-level and mid-level leading organs should all use local people and cannot use people from other places. On the contrary, it is necessary to use necessary people from other places. This is so now, and it will remain so in the future. When agricultural mechanization is implemented, some rural technical personnel will also have to be people from other places. What I am talking about here mainly refers to the current situation of cadres at the county and district levels.
