1. Leading cadres: Universities and middle schools must have core cadres. The Organization Department of the Central Committee is responsible for assigning core cadres to universities, while local authorities are responsible for middle schools, with personnel drawn from propaganda departments and the Youth League. With a good principal, there will be good teachers.

2. Textbook issues: Concentrate efforts on compilation. Matters of principle concerning subjects such as language and history shall be resolved by Comrade Chen Boda and others.

3. Rectifying primary schools: Guard against ultra-left tendencies. The uneven development of education must take into account the characteristics of rural areas. Private tutoring schools should also be allowed to exist. There are three types of primary schools: (1) central primary schools and full primary schools; (2) general primary schools; (3) accelerated primary schools. The main issue for primary schools is to facilitate the enrollment of peasant children. Teachers may remain as long as they are not active offenders and do not engage in counterrevolutionary propaganda. Over-age students should not be expelled; they should be taught well first. Community-run schools can be established, but requirements should not be too strict; participation must be voluntary by the masses, and tuition fees may be collected. The five-year continuous system should be temporarily postponed, as it was introduced too early. Not all primary school students can advance to higher education; this is not called dropping out, and labor education must be strengthened.

4. Student health: Most high schools should have scholarship programs, increase nutrition, and reduce burdens.

5. Focus and key points of education work: The focus is on higher education institutions and high schools, and the key issue is the teaching staff. A number of key middle schools should be well-run. How to run high schools well is our key task.

6. Enrollment must pay attention to class background.

7. The accelerated literacy method has limitations in rural areas. It should be voluntary vocational education by the masses.

8. Tasks of the Central Ministry of Education: (1) Guidelines and plans; (2) Textbooks.

9. General policy and work focus: The main past mistake was blind and rash advance, which could not adapt to construction. Our task is to train cadres and gradually adapt to the development of production; currently, we are training cadres.
