The National People's Congress is not to be convened until September next year. It would not be good to arrange the meeting too early. It is appropriate to hold it at the end of spring or the beginning of summer next year.

Refers to the request for instructions report submitted by the United Front Work Department of the Central Committee of the Communist Party of China on November 17, 1953, to Liu Shaoqi and reported to Mao Zedong and the Central Committee. The report stated that in order to comprehensively study the specific plans of the Central Committee and various provinces and municipalities for arranging democratic personages during the implementation of the People's Congress system, it was proposed to convene a work conference on personnel arrangements in January 1954. The content of the conference would include: reviewing the proportions of democratic personages and specific personnel arrangement plans in the People's Congresses, government committees, and united front organizations of various provinces and municipalities; and drafting preliminary plans for the proportions, lists, and the regions and units from which democratic personages would be elected for the National People's Congress and the Second Chinese People's Political Consultative Conference.
