Mao Zedong
December 10, 1953

[I] Hu Qiaomu, then Deputy Director of the Propaganda Department of the CPC Central Committee and secretary to Mao Zedong.
[2] Kai Feng, then Deputy Director of the Propaganda Department of the CPC Central Committee.
[3] In a letter of request submitted to Mao Zedong and Liu Shaoqi on December 7, 1953, Hu Qiaomu proposed:
1. "Under the conditions that I am about to leave Beijing and temporarily leave the work of the Propaganda Department, it seems necessary for Comrade Kai Feng to be able to regularly attend Central Committee meetings as a non-voting delegate," "because the Propaganda Department is responsible for the daily guidance of propaganda work, especially newspaper commentary, and Comrade Zhongxun is now likely able to attend to Propaganda Department work very seldom, it is therefore hoped that the Central Committee can give this matter special consideration." 2. Two documents concerning the question of minority nationality written languages and the question of the reform of the Chinese written language have both been distributed. Regarding the question of minority nationality written languages, it is proposed that the Government Administration Council issue it in the form of a directive, and it is hoped that it can be passed at the next Central Committee meeting. The question of the reform of the Chinese written language is relatively complex, and it is hoped that the Central Committee can give a principled directive on the proposed reform measures.
