Letter to Zhou Enlai

Premier Zhou:

Regarding the two matters of the public bonds and the ratification of the Sino-Korean agreement [1], it is still appropriate to convene a meeting of the Central People’s Government Council within a few days for approval. The time may be chosen on any day next week. The order and the regulations [2] are to be promulgated after the meeting.
