Instructions on the Report Concerning the Situation of Increasing Production and Practicing Economy

To all Central Bureaus, Sub-Bureaus, Provincial and Municipal Party Committees; all Party Groups of the Central People's Government:

The Central Committee approves the report of the State Planning Commission dated October 29 on the current situation of increasing production and practicing economy (1), and considers that the various opinions put forward in the report are correct. It is hereby issued to you; please promptly study and act accordingly. There is only a little over one month left in this year, and the first quarter of next year is about to arrive. It is earnestly hoped that you will firmly grasp the work of increasing production and practicing economy in the last quarter of this year, and promptly proceed to arrange all work for the first quarter of next year, striving to fulfill and overfulfill the set tasks for this year, and on this basis, strive to ensure that the production work and feasible capital construction work in the first quarter of next year are not lower in quantity and quality than the work in the fourth quarter of this year.

The comprehensive report submitted by the State Planning Commission to Mao Zedong on the current situation of increasing production and practicing economy stated that the movement to increase production and practice economy has gradually deepened nationwide, the morale of cadres and the masses is very high, and the production situation in September has improved. According to statistics from the National Bureau of Statistics, among the 24 major industrial products of the five central industrial ministries, 19 have already overfulfilled the state plan; the quality of certain products has improved, and costs have also been reduced. On the basis of increased production, our financial difficulties are being overcome. This year's capital construction plan may be fulfilled better and to a greater extent than the originally anticipated figure of around 85%. In order to push the movement a step further, the focus of leadership at all levels should be to vigorously assist units where the movement is currently developing poorly or has not yet been launched, enabling them to quickly mobilize all staff and workers (including technical personnel and office staff), integrate the plans for increasing production and practicing economy with various specific measures, and raise the level of production management. At the same time, attention should be paid to properly integrating current production with the compilation of next year's plan and the preparatory work for production in the first quarter of next year, so as to avoid interruptions or disconnections in production work between the two years.
